ToT....we do it here in Ohio. You decorate your car/trunk/self and show up at the church parking lot with goodies to give out from the back of your vehicle. Families bring their kids who walk around the parking lot getting candy, rather than a neighborhood. (Or in ADDITION to the neighborhood, for the serious sugar addicts.) Often the church provides HOT DOGS and other stuff to eat. Fun for church people and a good community outreach. At least, that's how we do it...I assume it's similar at Nags Head?
Similar. We also do indoor games for the kids and have inflatables outside for them. Door prizes for the adults and a free raffle for a gift certificate to a nice restaurant.
This says to the community "NHC loves kids!" And it's the buzz in the community for weeks.

Rachel also played Helen Keller in the school production of "The Miracle Worker" her junior year.
